Quebec Skilled Worker
Following the coming into force of the new Québec Immigration Act, on August 2, 2018, the Minister has implemented a new immigration application management system based on an expression of interest.
This system consists of two steps. As a first step, persons who want to immigrate to Québec under the Regular Skilled Worker Program must express their interest by filling out an online expression of interest form in the new portal Arrima Second step, the Minister invites the persons who meet certain criteria, focusing mainly on labor market needs in the different regions of Québec.
Application Requirements
1. Education Background
Hold at least one diploma that corresponds, in the Québec education system, to a Secondary School Diploma or a Diploma of Vocational Studies
2. Reaching cut-off score and minimum score in QSW-Selection Grid
- Single applicant must obtain at minimum 43 points for factors 1-7
- Applicant with spouse or common law partner must obtain at minimum 52 points for factors 1-7
- Single applicant must obtain at minimum 50 points for all factors
- Applicant with spouse or common law partner must obtain at minimum 59 points for all factors
3. Work Experience
in the five years preceding the date of submission of an application for a selection certificate, have at least one-year work experience in an occupation with a skill level above 0, A, B, C as defined by the National Occupational Classification (NOC).
4. Financial Sufficiency
Could approve the Financial sufficiency for initial settlement in Quebec.

Stage 1: Initial evaluation, preparation of documents
The following factors are considered in the selecting criteria:
- Level of education and area of training (Maximum 14 points)
- Area of training (Maximum 12 points)
- Work experience (Maximum 8 points)
- Age (Maximum 16 points)
- Knowledge of English and French (Maximum 22 points)
- Stays in Quebec and family relationship with a Canadian citizen or a permanent Quebec resident (Maximum 8 points)
- Characteristics regarding your accompanying spouse or common-law spouse, if applicable (Maximum 17 points)
- Valid employment offer (Maximum 14 points)
- Number of children aged 21 or under who will be accompanying you to Quebec (Maximum 8 points)
- Capacity for financial self-sufficiency in Québec(Maximum 1 point)
